    i think it is extraordinary because it is a major loss due to earthquake and it is previously considered for minor tremors not major. Earthquake leading to major loss thats why it is extraordinary

    I would have thought extraordinary but the minor tremors would have made me think hmmmmm its is a earthquake prone area like the Bay area ?

    Here you go…

    Because the area has previously been subject to MINOR tremors only, the loss caused by the MAJOR earthquake is unusual and infrequent in the environment in which the entity operates. Hence, the loss meets the criteria of an extraordinary item.
