@amanda i think yes, i also looked at this page when you mentioned at the first place but wasnt sure…hope this is correct now…

1. Debt service funds pay most of the debt principal and interest as for the govt funds.

2. General fund can also pay principal and interest if it is not mandated to be paid by Debt Service fund.

3. Capital project fund can also pay short term liabities with the use of TAN/RAN.

Is that all for this doubt?
