BEC Written Communication – Responsive?

    In my review program it was mentioned that the written communication does not necessarily need to be technically accurate, but does need to be responsive (obviously technically accurate would be better). The example given was if the question asks to describe the Dodd Frank requirements but instead SOX requirements are discussed – that would still be responsive.

    My question is (and it may be a ridiculous question) if I have no idea on the question but decide to discuss something else for responsiveness…would it be suggested to write as if it is the answer to the issue in the question, or as if it is in relation to what I am discussing? as an example – given the example above if asked about the Dodd Frank act and I describe SOX…should I answer as if I am describing Dodd Frank and use SOX facts, or acknowledge that I am describing SOX?
