I'm in favor of it if it means the default is standard deduction with no other deductions or credits, and there are sufficient fraud safeguards such as the refund (if any) direct deposited to the same account as last year. The taxpaper with a simple return could accept the presumptive tax instead of spending ten minutes doing a 1040EZ.

Anybody who wants to pay less than presumptive tax, especially anybody who wants to claim a tax credit, should have to spend the effort to file a return. Considering the federal budget, they shouldn't spend more money to give away money.
