    To date0423104:

GASB requires governmental health care organizations to recognize bad debts as an adjustment to revenue, so it is a contra-revenue account, whereas (nongovernmental) health care organizations recognize bad debts as an expense. However, they use the same denomination; “provision for bad debts” or “provision for uncollectible accounts.”

    Hope this helps.

Thanks NYCaccountant and ericnkem. That clarifies it somewhat but I keep coming across questions where I can't tell if it is governmental or not. Most of my confusion is coming from two multiple choice questions that I thought you would answer the same way for both but one deducts the bad debt expense from revenues and the other reports the bad debts as an expense. Does the religious group mean it is not governmental? And so anything that just says nonprofit is governmental? Sorry but this concept is confusing me.

    Question 1:

Terry, an auditor, is performing test work for a not-for-profit hospital. Listed below are components of the Statement of Operations:

Revenue relating to charity care $100,000

    Bad debt expense 70,000

Net Assets released from restrictions and used for operations 50,000

    Other revenue 80,000

Net Patient Service Revenue (includes revenue related to charity care) 500,000

What amount would be reported as total revenues, gains, and other support on the Statement of Operations?

    Answer: $460,000

This amount includes Net Patient Service Revenues (net of $100,000 Charity Care Revenues) of $400,000, Other Revenue (often called Other Operating Revenue) of $80,000, the portion of Temporarily Restricted Net Assets used for operations of $50,000 during the current period, and a reduction for bad debts of $70,000 for a total of $460,000.

    Question 2:

Williams Hospital, a nonprofit hospital affiliated with a religious group, reported the following information for the year ended Dec 31. 2012:

Gross patient service revenue at the hospital's full established rates: $980,000

    Bad debt expense: 10,000

Contractual adjustments with third-party payors: 100,000

Allowance for discounts to hospital employees: 15,000

On the hospital's statement of operations for the year ended Dec. 31, 2012, what amount should be reported as net patient service revenue?

A: $865,000 (which in the case doesn't subtract the bad debt expense and only the contractual adjustments and the allowance discounts to employees)

But are they asking two different questions? Like the first question is asking for total revenue, gains and support, which would include contributions, other revenue. The second question is asking just for net service patient revenue, which is a just a component of total revenue. I'm no expert, but it makes sense to me to have the bad debt expense as it's own line item on the statement of activities in the top section, and just net that one number out against all of the components of revenue and not just one,or to not even record bad debt expense, and just record an allowance when you record the revenue initially. What do you think?

    FAR - 93
    REG - 87
    BEC - 84!!!!
AUD - 99!!!!!! CPA exam complete.

I wouldn't go that far to make the assumption that if no precision, we should consider all NFP as governmental. I think the first question could be better worded. As for the religious affiliation, I am almost sure that it implies private organization because the government cannot support a religious organization as it would be contrary to the first amendment.

Okay I just started on some bond problems in the Wiley Test Bank and they expect us to know the present value factors to discount the bond and interest payment amounts?

I was confused about what to do for one of the questions so I looked up the answer and they just popped out with these PV factors out of nowhere.

Are we expected to know the factors on exam day then?

Usually in Becker we're given the PV factors…

    BEC (July 2013)
    FAR (OCT 2013)
    REG (NOV 2013)
    AUD (JAN 2014)

The CPA Exam is an opponent that not even the Fellowship of the Ring would want to come across.

    I have a long...long...journey ahead of me.
