@Pia I like the way you think! I was confusing committed and restricted funds as well. Restricted is externally restricted and committed means govt. authority (you) restrict it. I am going to use what you came up with: restricted (external) = strict marriage (married by external party) and committed (internal) = committed to a relationship (you can still change your mind internally) haha.
