Does the exam have a count down clock of 4 hours, and you can spend however much time you want per testlet/sim? Or does it give you only 45 mins per testlet? I know it’s recommended to spend 45 mins per testlet which will leave you with an hour and 45 for the sims– but can I spend 50 minutes on one and 40 minutes on another?

I don’t know why it’s so difficult for me to find this information…

You have a total of 4 hours for the test, you can use however much time on each section as you want.

The 45 minutes is only a self-imposed budget to make sure we leave enough time for SIMs, since they are worth 40% of the score. It's important to give yourself enough time to think through the SIMs and also use the AL to help.

If you're doing really well on MCQs, you might need a little extra time on testlets 2 and/or 3 (due to increased difficulty), so if testlet 1 only takes 40 minutes, for example, that would be just fine. You would have a little more time for later testlets if you need it, or more time for the SIMs.
