@DISLCPA, I hate to see you quit when it is something you really want. Which programs have you tried, and how much are you able to study? I know you say that your family just doesn't allow you time to study, but does your husband know how important this is to you? Some people are at peace when they decide to not take the test again, and give up, but you don't seem to be.
It doesn't seem that you want to be “just a regular accountant”, even though there is nothing wrong with it. Talk to your husband about what he can do to help alleviate the lack of study time, maybe it is he cooks dinner and has it ready when you get home from work (not always possible I understand but still). These exams are hard, and sometimes it takes a few fails to figure out what YOU need to do to study better. This community is great for people that get discouraged, because you can learn from all of our failures, and not have to deal with it on your own.
Take the day to sulk and reevaluate if you really want to quit. Heck, take until after the holidays (Christmas, Hanukah, whichever one you celebrate). After that, get back to the drawing board! 3 failures suck, but it isn't the end of the world.
You can do this! If you have 15 minutes of downtime, that is 5-10 MCQ questions!
