@musicamor, I don't think it's a conspiracy at all. Do they do it? Yes. I thought it was common knowledge that it's basically a percentile comparing you to the other people taking the exam. They only allow a certain amount of people in each time, you basically are competing with everyone else taking the exam for those spots they are willing to give up. I think if the whole group does extremely well, they probably let in a higher amount than average and vice versa. Correct me if I'm wrong anyone.
