Can work experience verification be sent in before passing or only after passing all parts of the exam? Is this dependent on the state?

I think it would be dependent on your state's specific rules.
I can't see this causing you any issue. I would think if you have not passed yet it would just be added to your application file, in anticipation of when you do pass.

I called the board in California about that and they told exactly what Recked said, they keep it on your file until you apply for your license.
