1. Is it after you get registered for CPA with NASBA ?

2. Is it after you get your first test’s result ?

3. What if one fails in the first attempt ? Like in my case, I could not clear BEC-my first paper in Feb, my retake is on May 21, 2016. How will it be here ? !8 months clock started from Feb 2016 or it will begin from June 8, post declaration of retake’s scores ?

Depends on your state. For most states it begins on the day you sat for the first exam you passed. For a few, its the end of the testing window that you passed your first exam.

Assuming you pass your BEC retake on May 21 and that it will be the first exam you pass, your 18 month clock will most likely start on May 21.

If you haven't passed a section yet, the clock hasn't started.

It is state specific so you have to check with your state as mla stated. My state it's 18 months from when you take the first test that you pass.
