I get the feeling the training tells them “do not speak to the candidate unless necessary – do not make small talk with the candidate – do not smile at the candidate ….”

I went to 2 different locations – one the staff were mostly really friendly, though professional and strict with their rules; the other the staff were like you describe. I went more often to the one where they were friendly. I understand they have a job to do and don't want to look like we're best-friends and they might be giving special favors, but an occasional grin, smile, or comment about the drenching rain isn't cheating lol.
