    Does every state issue a successful candidate letter stating that you passed all parts?

    I think so. but it usually arrives a few weeks after score release. I'm in PA and I got my final 2 passing scores 6/28/18 and I got the congratulatory letter on 7/22/18 dated 7/12/18.

    It took about a month to get my letter in NY as well. I was already licensed 3 weeks by the time it arrived.

    I passed in Q3, and just got mine from Indiana a few days ago.
