So I’m just trying to get this right before i throw away any money by accident. I go to https://cpacentral.nasba.org, register/apply online, pay for the application fee and then pay the fees for any tests i will take in the next 6 months? Obviously this is for the state i want to sit in. Do you have to request to your school for a transcript to be sent somewhere, or can you usually do it yourself? Also, for Big4’s, do you pay the fees now yourself and then usually you are reimbursed for them once you start working..?

It depends with the state. You should contact your state board for directions.
At least in our state (KY), the link shows us the form to be filled out and submitted with original documents like transcripts, notarized affidavit of good moral character, etc. My transcripts were WES authenticated doc because my school was outside the US. I was pro-active enough to send WES docs, not just the original copies of my transcripts from my school.
