Failed BEC with 73 yesterday.
mailed out reapplication with fee today to California board to get new NTS
(which means, i do not have NTS currently open)
and my 16 months expires on June 8, 2020.
am i getting 3 months extension from June 8, 2020
or is it applied only to those who have NTS currently open?

I'm in CA too. I guess it really depends on what CA decide to do. But yeah looks like NASBA is recommending Boards extend credit too, but haven't said till when. For OPEN NTS, they will extend to 9/30

have you tried to contact CBA yet?
i called several times yesterday and was automatically transferred to voice message..
it seems that the only way is to send an email..

@asdf Yes, I called 916-263-3680 and someone picked up right away. So I sent an email Monday to examinfo@cba.ca.gov, got an answer to my email but it didn't address my exam extension question, it was very generic. And so I called CBA and then redirected me to renewalinfo@cba.ca.gov

@cpahope yes, I did. After examinfo redirected me to renewalinfo, I sent an email to renewalinfo, Then like a day later examinfo got back to me with directions on how to request an extension. I typed up my request and sent it in yesterday. Waiting to see if they will grant me an extension
