I believe the answer is yes. I am not familiar with the international fee, but candidates forfeit all other fees if they fail to take an exam by the NTS expiration date so I see no reason the international fee would be any different.
I'd suggest you try to buckle down and take the exam on the 4th of March. Score release holds go back into place for Q2 2018 and onward.

    Refunds
Application and examination fees are generally not refunded, although candidates who are found to be ineligible
may receive a partial refund. Remember, your NTS includes an expiration date. If your NTS expires prior to your
taking the examination section, or you fail to attend your scheduled testing appointment, you will not be able to
reschedule or receive a refund on any of the fees you have paid and you will have to reapply for the examination
and pay the appropriate application and examination fees. Consequently, you should not apply for a section of
the examination unless you are ready to take it. Check with your Board of Accountancy or its designated agent for
    the board’s specific refund policy.

Page 34 says International Fees are not refundable.

It appears you are out the money for exam fees plus international fees if your NTS expires.
    Sorry.
