I am confused about if BEC will be released with the other sections scores on September 19th or will it be released a week later (the 25th) like during the second quarter BEC score release?

It should be released on the 19th unless your WC section requires more analysis

The target dates listed are that, just target dates. They start sending scores on those dates, but it does not mean all scores for every exam section are released immediately at one time. They will be constantly transmitting scores until all have been processed.
