SO I’m aware that each test taker gets different multiple choice according to how well they do in the 1st testlet. However, do we all get the same SIMS? If so, are we allowed to retake an exam in a quarter?

The sims are also different for practically everyone (there may be some duplication simply because so many people take the exam each quarter and they likely don't have enough sims to not have at least a minimal amount of overlap). I think you have to wait until the next quarter to retake a section, but even so, little to no chance that you'd see the same set of sims on the retake.
