Do I have to wait for congratulatory letter from CPAES before apply for license

Can I apply for the CPA license before I receive the “congratulatory letter” from CPAES in the mail? I have passed the exam, have all experience, paperwork, etc. Is there anything magical in that letter? Can I just submit my license app with all documentation to the state board now instead of waiting?

No, the congratulatory letter is just a courtesy, it doesn't actually do anything.

Agree with the above.
I was actually licensed before my letter arrived.
You just need to wait for NASBA to send the scores to your state, but that should happen during mailing and processing.
