For the MA CPA experience requirement, it says I have to have 1 year (2000 hours) of working experience in public. Do those 2000 hours count only chargeable hours or just all hours you’ve worked there?

Dig into the state specific regulations. Pre-2009 NY had a 2000 hour audit requirement. Some firms (that tracked hours) would hold out on a candidate until had exactly the 2000 chargeable hours doing audit work. All depends on state rules and your reading of the text. I would imagine if you are fill time for a year you would have met the requirement but I am not familiar with MA laws/regs.

Performance of Service seems to be the sticking point. I would argue that if you are employed working more than 35 hours a week, you are in the performance of service of your employer.

What is the experience requirement for CPA certification/licensure?
The experience requirement is set forth in 252 CMR 2.07(2) (b), all applicants for a certificate as a Certified Public Accountant shall obtain experience providing any type of services or advise using accounting attest, compilation, management advisory, financial advisory, tax and consulting skills. To qualify, applicants must have at least one year of experience at a public firm or at least three years of accountancy experience at a non-public firm under the supervision of a licensed CPA.

    252 CMR 2.07(2) (b)
2.07: continued 2. Experience shall consist of: a. full or part-time employment in public accounting that extends over a period of no less than a year and no more than three years and includes no fewer than 2,000 hours of performance of services described in 252 CMR 2.07(1). b. full or part-time employment in non-public accounting that extends over a period of no less than three years and no more than nine years and includes no fewer than 2,000 hours of performance of services described in 252 CMR 2.07(1). (4) Calculation of Full-time Experience. The Board will provide credit for full-time experience as a practicing public accountant only if such full-time experience extends over an uninterrupted period of two months or more with a minimum of 35 hours worked per week in conformity with 252 CMR 2.07(2)(b)2. The Board will provide credit for part-time experience only if such part-time experience extends over an uninterrupted period of two months or more with a minimum of 20 hours worked per week in conformity with 252 CMR 2.07(2)(b)2., such credit to be granted only for experience in public accounting calculated on the basis of hours actually devoted to such qualifying part-time experience. For this purpose, sickness and legal holidays do not interrupt what would otherwise be uninterrupted service.
