It likely varies by state but Texas mailed my congratulatory letter and license application form a few days after score release for my last exam.

A lot of nasba states don't mail them until after the last testing date of the window.

Mine took 2 months.

I received my last score on Aug 23 and got my letter yesterday already (Sept 3) so it was quick. Got my work history done, CPA verification reference done, 3 personal references done, Ethics exam done (MN), transcripts done and sending in the application and $150 on Tuesday. MN Board meeting on Sept 16th so hoping everything is in and reviewed by then so I can get my official license this month!!

I am in CA. I got a letter from the board saying I passed (no congratulations). They also gave me a list of additional items needed for CPA certification. I don't know if this is equal to a congratulations letter, but it did state that I am, in fact, done with the exam.
