Prior to sitting for the exams, I submitted transcripts to determine I was eligible to sit. Now that I have completed all exams, do I need to re-submit transcripts as part of the application process? The instructions are unclear.

Nope! I'm in Cali too and confirmed with the CBA that you don't need to re-submit a second time. Only thing you need to submit to them is the application, check for $250, the signed form asking if you have any felonies, and confirmation of experience signed by your former bosses. CalCPA will automatically forward your ethics results directly to the CBA as well.
