Do compilations only use SSAE when compiling prospective financial statements and use SSAR when compiling historical?

I appreciate the help you provide on the forum monikernc, but does anybody have a specific answer to my question, not just telling me to look through the SSAE and SSAR.

SSARS is only for privately help companies. SSAE pertain to engagements that do not have to be based on historical information and I believe that public companies have to follow SSAE for compilation engagements.
