Could someone shed some light as to whether any exemptions apply when transferring license to Texas?

Texas has a 120 CPE hour requirement that must be accumulated over 3 years prior to transferring license to Texas.

If I just got licensed this year, do any exemptions apply to that 3 year rule?

I'm curious to know the answer to this also as I am debating reciprocity right now with Texas as well. I was just licensed in NM in Dec 2016 so I obviously don't have 120 hours of CPE yet as they require.
