I really need some advice regarding this. How bad is it to reject a job offer from Big 4 two weeks before start date? Should I contact the HR who hired me or the HR I will be working with since I have been assigned to a group already? What is the best way to address this in email? This job had always been my dream job and I don’t want to burn the bridge (hopefully).

My situation is I got the job back in May before I graduated and within a month I had to move to a different city with my fiancé due to his new job. I contact HR to see if they could relocate me but the HR was basically telling me they couldn’t accommodate me and my transfer was not guaranteed after I start and I could always reject the offer. But I did not want to reject the job right away because I did not have a job lined up at the new city and I was still willing to move back to start with the firm. Now I finally got a new job at a second tier firm in the area and I need some advice on how to reject the offer.
