    Securing cooperation among emerging nations to limit the emissions of green house gasses can be made more difficult because of:

    a. Lack of genuine systemic interdependence

    b. Trade deficits

    c. Lack of genuine functional interdependence

    d. Shifts in the economic balance of power

    The answer is c. I chose a. I think both are true. Can any explain why c is the correct answer but not a?
