You could ask your boss about the average percentage of a raise your company gives for getting a certification. That will give you a ballpark idea of what you can expect, though results may vary.

Personally, I would wait until the time comes, and negotiate then, with real numbers.

This is my opinion only, but the time to ask was when you were promised the raise.. I think it looks bad to come back after the promise but before you have passed to say “hey, about that raise you mentioned….”. Either ask at the time of hire or when the exams are passed otherwise it looks like you're comparing to other jobs (which you may be, who knows?)
