If I become licensed in say January 2015, which is a reporting year, will I need the full 40 hours of CPE? Is it prorated? Do I need any?

It depends on the state, I think. I've helped with licensing in some states where it is prorated and it's explained very clearly. So try looking on your state website to see, or you can call and ask.
