Does it have to be ratified/verified by a US CPA licensee? Can there be alternatives, such as verified by a CPA licensee of another country?

You should check with your state board or look up the licensing requirements for your state. In Colorado, a “Verifier means a CPA who is, for the entire period verified, was actively licensed in any STATE.”
