I will be graduating in spring 2020 and will begin studying for the CPA exams in the summer. I know that it takes around 8 weeks minimum for them to process transcripts in order to sit for the exams. Would I be able to submit my transcripts early or do I need to finish all my classes first?

Being you need to have your degree to sit for CPA exam, you must wait til it's posted before ordering your transcripts.

I know things vary by state, but in Texas you can get your department chair to write a letter to the State Board and be eligible to sit the exam during your last semester. Check with your department/state board and see if this is an option if you want to get started early. Also, if you already have the credit hours here, you don't have to have a Master's degree – only the undergrad degree, the required classes and credit hours. Again, it might be very different in California. I graduated in December 2018 and was able to request my NTS by early January. Official transcripts were available online about three days after the end of the semester. I sent them in and it didn't take very long for them to process my application.
