Governmental was challenging for me too. I never thought that I mastered it, but somehow how I got a 91 on the test. (And there was a lot of government on my test.)

Although I didn't master government in my eyes, I definitely learned a TON from the simulations.

First, I listened to lecture and did multiple choice questions. Even after that, I was very fuzzy and uncomfortable with it. The simulations helped me tie things together and forced me to make good notes, and my notes created a road map to help me picture how to structure everything. Also as I did simulations, I kept a separate sheet filled with governmental journal entry templates. That was a big help too. Good luck!

Also, think about your personal learning style. All my life, I've learned best by reading and doing. When it was near the end and I was reviewing for FAR, I noticed that government was weak, so I stopped and carefully read my study materials (but quickly and skimmed as necessary.) If you learn by reading, this will be paramount for you to learn government. The sooner you do this, the better it will be. If you do this, when you practice MC and simulations it will be 10X more productive, because you'll already have a foundation for the concepts.
