If you give someone a gift with an unlimited exclusion such as payments made directly to a health care provider is that money excluded from taxable income?

I have very limited tax experience, so please forgive me if this is a simple question. Thanks

From what I understand this is not deductible you just don't have to pay the extra gift tax. The only thing that is deductible is charitable donations to a qualified organization, like a 501(c)(3).
