I have not taken the Ethics course yet so needed to find out from those that have some knowledge about this:

My neighbor has been very negligent over the years and repeatedly damages part of my real property (backyard).

I confronted him but the problem doesn’t get resolved.

Planning to file a small claims to recoop my costs.

Will the small claim action by me (as a Plaintiff) affect the licensing process when the state board do its background check?

I am not a lawyer nor have I done a background check on anyone but from my understanding Small Claims are a civil action. Background checks usually only look for criminal convictions and a lot of the time need to be felonies for it to affect you licensure. I wouldn't worry about it in the least since you are the plantiff and this is civil.
