I have some questions about the work experience sign off/education requirements for licensure in NJ and NY.
n1. For NJ does it have to be a NJ CPA or any active CPA? How about NY?
n2. I have not received the congratulatory letter yet for passing all parts. What are the steps to take the ethics exam?
n3. What is the education requirement for licensure in NY?
n4. Is notarization required for signoff in NJ/NY?

    Would greatly appreciate everyone’s insights.n

You'd have to ask your state board to know specifically for certain.

My myself in Texas: They guy that signed off on my work experience is licensed out of Mississippi. Since he wasn't a Texas CPA I just had to provide a copy of his license so they could check to make sure he was in good standing.n
