I have been looking into getting the ethics exam out of the way before completing the CPA exam. I confirmed with the State Board today that while it is recommended to pass the CPA exam before taking the ethics exam, it is not required. I know I’ve seen this question show up occasionally, so I figured I’d share the answer (at least for CT).

Since I never have enough time during lunch at work to study for the CPA exam, once I get the ethics exam book I can spend my lunch time chipping away at it a few questions at a time and get it out of the way!
