This might be a silly question, but does anyone have insight regarding a CPA license that has expired? Is that the same as a CPA license that is inactive?

I am trying to figure out whether my supervisor can sign-off on my work experience. He let his license lapse around 5 years ago but I don’t know if it is still considered “inactive” as he has indicated that his license is expired. In my state, the experience verification may be signed by a CPA who is active or inactive.
