I had a FAR exam, but an emergency occurred that prevented me from going to the test center and so I let the test center know that I would not be making to the exam.

According to the Candidate Bulletin, it says that I have to reapply if missed an exam. What does this "reapplying" process mean? How long does this process take?

Well I'm not sure but I'd guess that it means getting a new notice to schedule like applying for any other test that isn't your first. Which usually takes about 5 business days.
