Internal control assessment for Issuers vs Internal control for gov’t entities?

I believe for issuers the auditor's report is just the opinion with explanatory paragraphs for any material weaknesses.

For government, I believe the report details every finding and remediation plan for the current year, as well as all the findings for the previous year, remediation, and a determination of whether or not it's still a finding in the current year.
