spot rate vs forward rate

can someone please outline when it is appropriate to use the spot rate and when it is appropriate to use the forward rate? to me it seems like the MCQ are conflicting on when to use which rate but maybe i am just missing something

I'm in the same exact boat. It's very frustrating… If someone has a hard and fast rule, it would be greatly appreciated.
