What is the Self- Insurance fund if the Internal Service fund? I do not quite understand what he means in Becker when he says “When other funds transfer resources related to the actuarilly determined liability, the transfer is recorded as an expenditure.” How can this be an expense for the Internal Service fund? Should this not be a “Revenue from other sources?”
