For Hospital Not-for-Profit, Charitable services count, but not Charity care. What is the difference between the two? Any good suggestions?

In order for a hospital to recognize donated services it has meet certain criteria. They have to measurable. For example it is fairly easy to measure an accountant's services (use their Rate per Hour that is used in the market). In addition, the services have to be of a specialized skill and are otherwise needed by the organization, meaning if they services were not donated, the hospital would still go out and seek these skills. Charity Care does not fall under this category.
