Are newly introduced topics usually pretest questions in the first year?

Would it be reasonable to assume that topics newly introduced to 2010 would be typical pretest questions? It seems that they wouldn’t have accurate information to weight the questions properly if this is the first year they are being used. On the same note, do you believe that IFRS questions next year won’t really be operational until 2012 for the aforementioned reason? Just curious, any thought would be greatly appreciated.
