I read online that Becker had chapter outlines. I also read somewhere that they were removed in a certain version. But then another recent reading of around Nov 2017 I read they were back.

Are there Becker outlines for the chapters?
If so, how do I access them so that I can print them?
If not, do you know of any plans to get them back?

Yes the most recent versions have the chapter outlines-when you are in a chapter view you will see in BLUE “Unit Outlines”, right above the “pre-annotated book” for each chapter. Click on the link, the rest is self-explanatory. I printed them all and read them like notes.
