In 2013 it was (in order of hardest to easiest) according to the pass rates, which is much less subjective (imo) than anyone's individual perception based on their strengths and weaknesses.

I would say R, F, B, A. FAR took me the longest to prepare by a long shot, but contents wise REG was harder for me to retain than the contents in FAR.
