At different times on ebay I have seen a full Beckers review course for sale that has never been installed. Is it legal to purchase this software 2nd Hand, and if it has never been installed can you upgrade to the 2011 course with the $250 fee?

They're probably not going to allow you to upgrade if they show it in their system that you never purchased the review course originally. I would advise going through Becker – that way you know you have the right materials and that you can earn the Becker garauntee provided you meet the requirements.

Legal is one thing, ethical is another. As CPA candidates, we are expected to adhere to the same professional ethics that a licensed CPA would be required to adhere to. Becker specifically states that their materials are not transferrable in any way. Period. So, legally, I have no idea, but ethically it's definitely a no go.
