Yes, the loophole was 100% accurate for me in the past. If something was grayed out and it became available, I failed. If AICPA had released scores (my Oasis showed score received) and it didn't changed, I passed. This was documented by several people.
If it changes from “All scores are in process” to “Please contact NASBA” then you have passed all sections. All scores in process means you don't have any sections available for registration but not all scores have been received.
There were a couple of states it didn't work with, but not sure which ones. The one thing that was 100% certain was that if previously something was grayed out and it became available, you did not pass. On the states where it didn't work, you'd go to sign up and no matter how many sections you'd passed, all would be available to register. A few people had heart attacks over that one!
