I think the answer to your question is actually another two questions: Why do some states choose not to utilize NASBA? And why does it take longer for NASBA to release scores to non-NASBA states?
I have no idea what the answer is to the 2nd question. Regarding the 1st question, in my mind, the CPA process needs more uniformity across the board. We are all taking the same test, earning the same credentials, and going to the same testing company. Therefore, we should have one application process, one set of standards, and one place to check our scores. It's segmented because the CPA is a state-issued credential, but I think the AICPA and NASBA should have a goal to reduce disparities in the process.
