Hello,

I am new to US and i am new to the whole CPA game. I was checking out the Virginia Board website and it says that : “Applicants without a U.S. SSN or control number issued by the DMV are not eligible to sit for the CPA exam in Virginia.” What does a control number mean?

I'm not sure, but from looking around a bit, it looks like it's the number on an ID card issued by the Virginia Deparment of Motor Vehicles. This application for a Pharmacist: https://leg5.state.va.us/reg_agent/frmView.aspx?Viewid=79585002615~1&typ=40&actno=002615&mime=application/msword also references supplying an SSN or the control number, but additionally states:
“In order to obtain a Virginia driver’s license control number, it is necessary to appear in person at an office of the Department of Motor Vehicles in Virginia. A fee and disclosure to DMV of your Social Security Number will be required to obtain this number.”

Based on this, it would appear that DMV control numbers are only issued to individuals who possess a SSN already. However, there may be expections to this rule, since this was just a note on the Pharmacist application, and not the application for the control number itself.

If you're in VA and already have a state-issued ID card, I would see if there's a number on it that might be called a control number. If not, I would visit a DMV office and ask about what's required to get a control number.

If you're not in VA and looking for a state that doesn't require SSN, then it might be worth calling the DMV to ask about the control number, but I'm guessing based on what you've said and what I've found Googling that an SSN is going to be required for VA.
