Second moral character test? Texas

I’m in Texas.. was wondering if anyone knew what the second moral character and fitness determination mentioned in AOI approval was? Just another background check to make sure I didn’t commit a felony in last year?

Also, after passing the exams, is there a time frame that you need to get the work experience by before losing your scores?
