Can I begin the application process for the actual CPA license even before I am finished with my exams? I already have the experience verification form filled out and I wanted to get that submitted. Or should I wait until I am finished with the exams?

I'm not familiar with VA specifically, but my guess is you'd be SOL if you pay your application fee and then don't pass the exams within a certain window.

The website gives steps to follow to apply for a license. step # 1 is to pass all 4 exams so I would say no, you cannot apply until you've passed all 4 exams.
